Configure CI triage

Configure one GitHub CI trigger, write its three decision paths and inspect the first successful and failed runs.

Step 1 of 2

Create one automation for completed GitHub Actions runs on acme/api. Select the repository before activation. Write three prompt paths: stop silently after success or cancellation, open a draft pull request only for a safe fix inside packages/api and its tests, and record an unclear or infrastructure failure without changing code. Inspect the first successful run and the first failure before adding another trigger or repository.
