Repair one API environment

Open the API environment and move dependency installation and code generation into an idempotent install command. Put Docker startup in start and the API dev process in a named terminal. Trigger a Build. In the Builds tab, confirm its type, Success status, install log and recorded acme/api commit. Start a fresh agent from the active Build. Confirm which Build it used, then run the health check after Docker and the API terminal start. Open the existing failed replacement and inspect its events and invalid install flag. Keep normal agents on the active successful Build while the failed configuration is repaired and tested.
