Send one CI failure to cloud

Send CI-482 to a cloud subagent, inspect its branch and test output, then use /babysit only on the named pull request.

Keep the billing-page edit in the parent task. Attach CI-482's failing output to a self-contained /in-cloud brief for packages/api/retry. Confirm the api-ci cloud environment and returned branch. Open the draft pull request, inspect its diff and targeted test, then use /babysit only for review feedback, conflicts and failing checks on that pull request. Reread the final diff and rerun the targeted test before merge.
