A ranked list is a weak answer to startup AI coding tool selection, and it's worth being honest about why. The ranking hides the variable that actually decides it, which is switching cost. A tool that wins on features while requiring your team to change editors is not obviously better than one that scores slightly lower and already lives where they work. That trade looks completely different for four people than for two hundred with an established review process, and no single ordering is right for both.
These aren't always alternatives, either. A dedicated AI editor and an in-editor assistant overlap enough that plenty of teams just run both, mostly because people work differently and that's fine. The real question is narrower: which one do you standardise on. Which one you write the workflow around, train people on, point at when someone new asks how work gets done here. That's one decision, and it's the one worth the argument.

What criteria should the ranking use?
Rank on what shows up in real work, not demo footage. These are the criteria that change how a week actually goes.
- Agent reliability on real code, not demo tasks.
- Review load after the agent writes code.
- Cost predictability for the team.
- Security controls, audit path and admin fit.
- Fit with the team's editor, repo and CI workflow.
Review load is the one most comparisons skip. Which is strange, really, because it's the criterion that decides whether anyone saved any time at all. If changes arrive twice as fast but each one takes a senior engineer three times as long to read, the work didn't go away. It moved, onto the people with the least room for it. So ask what happens after the code is written, not just how quickly it showed up.
Cost predictability is worth the same scrutiny. Per-seat pricing you can plan around; usage-based pricing you can't, not once agents start running longer tasks and people work out they can leave them going. Neither is wrong. They just fail differently, and the way usage-based fails is a bill that turns up after the spending already happened. Whichever you pick, know which number finance will ask about at quarter end, and make sure you can see it before they do.

When should a startup move off individual Pro seats onto Teams?
When someone has to answer a question about the whole team at once. Pro is $20 a month per person. Teams Standard is $40 monthly per seat, or $32 per seat on an annual plan, and what the difference buys is not a better agent: it is admin controls, more included usage, a view of usage split by pool, and dollar-threshold spend alerts delivered to Slack or email.
At four or five people I do not think the admin surface is the trigger. The trigger tends to be a specific moment, like a customer's security questionnaire asking what you enforce rather than what you intend, or a card statement nobody can attribute to a person. Teams Premium runs $120 monthly per seat, or $96 annually, for five times a Standard seat's included usage at three times the cost. Two people running long agent sessions all day is the case for it, not the whole company.
What does the compute allowance mean for a startup's monthly bill?
Each paid plan includes roughly its price in model spend, so Pro carries about $20 of usage a month. You spend it as you prompt, and the most capable models draw it down quickly. A few heavy agent runs can take a day's worth.
When the allowance is gone there are three routes. Fall back to included usage, which keeps working and costs nothing extra but throttles at peak times. Opt into usage-based pricing at model API rates, with a spend cap set. Or move up a tier for a larger allowance.
That throttled fallback is the right answer more often than teams pick it. Never in launch week, though, and launch week is usually when the choice gets made.
For a company counting runway in months, a bill that moves is a worse problem than a bill that is high, so set the cap before you argue about tiers. The habit underneath it costs nothing: reach for the cheaper model first and escalate only when it stalls on something, which for routine implementation work is less often than most people expect.
Which parts of the standard rollout advice can a startup skip?

Mind you, Privacy ModeCursor's setting that guarantees code data is not used for training by Cursor or its model providers, and that an admin can enforce org-wide; data-retention terms are a separate, contractual layer. The piece I would not skip is a shared .cursor/rules/ directory in the repo. It is the cheapest standard you will ever set, it costs one afternoon, and it is the only part of this that still works after the next three hires arrive and nobody remembers what the pilot decided.
