AI IDE Governance for Enterprise Teams
AI IDE governance should define allowed repos, approved tools, model access, human review gates, logging and support paths. Governance should make good use easier, not bury developers in process. Start with rules that map to the risk in the work.

What controls matter for AI IDE governance?
AI IDE governance is a governance question before it is a tooling one. Four controls decide whether security can sign off: who has access, what the policy allows, how data moves, and whether anyone is measuring adoption. The table assigns each an owner.

The owners column matters more than the controls themselves, which I realise is a slightly odd thing to say about a governance table. But a control with nobody's name against it is a control nobody checks, and it fails at exactly the moment someone has to answer for it. The usual mistake is assuming security owns all four. They don't. Identity is IT's system of record, policy is an engineering-leadership call about what the team is allowed to ship, and adoption belongs to whoever owns developer experience. Security owns the data-flow question and the audit path, and they will ask about both.
Data flow is the one that stalls approvals, so answer it before the meeting rather than during it. Write down what the tool can read, what it can change, what leaves your network and where any of it is retained. Most of that comes straight from the vendor's documentation and your own configuration. It's dull work, but it turns a vague objection into a specific one, and specific objections are the kind you can actually close.

How should the rollout work?
A rollout works when it starts narrow and earns its expansion. One team, one repo and a few real tasks in week one, with policy and training in place before anyone scales it wider.
- 1Week 1: pick one team, one repo and three realistic tasks.
- 2Week 2: write the workflow standard from the pilot.
- 3Week 3: train champions and add policy guardrails.
- 4Week 4: expand only after quality, cost and review load are visible.
Four weeks is a shape, not a rule. The dates matter much less than the order, and the reason to start with a single team is that those first two weeks are mostly you finding out what your standard should even say. You can't write that from a pilot too broad to watch properly. Pick the team that will tell you when something doesn't work, rather than the team most likely to hand you a good result.
Expansion is where this usually goes wrong. Not because anyone's careless, either — the pilot went well, someone senior noticed, and now there's pressure. That's a hard thing to say no to. Before you add teams, though, check that you can answer three things with numbers instead of impressions: did review load go up or down, what does a developer actually cost per month, did quality hold. If any of those is a shrug, another fortnight of the same pilot beats a rollout you have to walk back.

How do we govern the explosion of internally-built tools?
Gate on adoption first, access controls second. When everyone can build internal tools, you get a lot of them fast - and most aren't worth governing. Cursor's own honest answer to this question was that they're flying the plane as they build it. The discipline they landed on is crawl-walk-run.
A tool that nobody uses isn't a governance problem. A tool that lots of people use suddenly is - so let usage tell you which ones to harden.
it's easy to build a tool but a tool is not always going to be valuable immediately... but if there is strong adoption then very quickly the question is okay is this tool pulling on and using the right data sources and have the right access controls.
- 1Crawl - empower everyone to build. Building a tool is cheap and most won't matter.
- 2Walk - watch for adoption. Strong uptake is the signal that a tool is now load-bearing.
- 3Run - the moment it has real adoption, urgently ask whether it pulls the right data sources and has the right access controls and data guardrails.
Cursor is candid that maintaining and centralizing a growing pile of internally-built tools is an open problem across the industry, not a solved playbook.
Don't wait for a perfect framework. Keep the culture of building, and let adoption decide where to spend your finite governance effort.
Will the audit log show us what the agent wrote?
No. Cursor's audit logs record security events and administrative actions, things like login, add_user, update_user_role, team_settings and privacy_mode. Cursor does not log agent responses or generated code content.
That is, I think, the most common wrong assumption in an AI-coding governance review, and it is much better found now than in the meeting.
The logs are an Enterprise feature, viewable at cursor.com/dashboard/audit-log with admin access, filterable by date range, event type and actor, and exportable to CSV. Cursor can stream the same events as JSON to SIEM systems, webhook endpoints, S3 buckets or log aggregators. Streaming is set up through hi@cursor.com.
So development-activity logging is a separate build, not a setting you switch on. Cursor's recommendation is hooks. A prompts-submitted hook records when a prompt is sent, a code-generated hook records when code is written, and both post to your own compliance endpoint. Cursor's guidance is to log metadata rather than full prompt or code content.
For the who-wrote-this-line question there is a different answer, and to me a better one. Should the policy live in a document or in the repo?
Both, but the parts that can be enforced should stop being prose. A rule is an .mdc file the agent loads on its own, and it promotes up a ladder, from personal to committed into .cursor/rules/ so every collaborator inherits it, then team-wide, then scoped per group by an admin.
"When writing SQL, don't allow injections" enforced org-wide does more work than the same sentence in a PDF every developer is trusted to remember.
The other half is group settings, and there's an ordering inside them that catches people out. Cursor documents three group-level controls, per-user spend limits, model access, and agent and model-routing controls, and says they combine permissively. The pattern it recommends follows from that: restrictive defaults at the team level, widened for the cohorts that need more. Set it up the other way round and you will be rewriting the team defaults later.
One limit belongs in the same document, because a security reviewer will ask for it. Model inference never runs on-prem. Self-hosted cloud-agent runners keep tool execution on your own infrastructure, but there is no fully self-hosted Cursor deployment.
